#3206: Theme Trac: A string is translated when a theme is uploaded from a Rosetta
site

On the theme Trac, when a theme is uploaded from a Rosetta site, the
string "Diff with previous version:" is translated into the language that
the theme is uploaded from. Even though the theme Trac is only available
 in English.

 Here's an example, I uploaded a theme update from ja.wordpress.org, it's
 translated into Japanese.

I think it does not really need to be translated, it just looks weird.
