 In [https://make.wordpress.org/core/handbook/contribute/trac/#ticket-
 properties Core Handbook] we can read:

  Severity and Priority: (...) The priority is the seriousness of the
 ticket in
  the eyes of the project. (...) Only committers and trusted core
 contributors
  have the ability to modify the priority.

 But everyone can change priority in a ticket in Meta.
 For example '''this ticket''' or
 [https://meta.trac.wordpress.org/ticket/3134 this ticket].
