 There is possible abuse of the popular list by theme authors due to how
 active installs are counted. The popular theme list takes account of the
 active installs count based on the number of active installs over the past
 2 weeks (I believe). Authors are able to abuse this submitting themes
 which have the same name as themes distributed elsewhere.

 It appears this issue is not best managed by the theme review team on a
 case by case basis due to the subjective nature of the issue. Having a
 check in place to ensure that the theme being counted when ranking is that
 which was distributed from .org, as opposed to some 3rd party platform
 will help combat this issue.
