 Got this error several times when committing changes to SVN:
 {{{
 Failed to start '/home/svn/repos/wp-plugins/hooks/pre-commit' hook
 }}}

 This happened on:
 * Initial commit
 * Tagging a release
 * Updating `readme.txt`

 In each case, the commit succeeded on second time.
