 Looking at the code, this appears to be intentional:
 * There are [source:sites/trunk/wordpress.org/public_html/wp-
 content/plugins/support-forums/inc/class-support-compat.php?rev=4894#L14
 five hidden forums]: Themes and Templates, Plugins and Hacks, Your
 WordPress, Meetups, Reviews.
 * All five are [source:sites/trunk/wordpress.org/public_html/wp-
 content/plugins/support-forums/inc/class-support-compat.php?rev=4894#L62
 excluded from forum queries].
 * Three of them (Themes and Templates, Plugins and Hacks, Reviews) are
 [source:sites/trunk/wordpress.org/public_html/wp-content/plugins/support-
 forums/inc/class-support-compat.php?rev=4894#L269 hidden from the forum
 dropdown].

 Would it help if the "Hacks" subforum was moved between "Fixing WordPress"
 and "Developing with WordPress" in the dropdown, where "Plugin and Hacks"
 is supposed to be? Eventually, the subforum should probably be removed or
 promoted to a top-level forum, see #1959 and #2191.
