 Currently the "Welcome to support" icon/link on the front page of the
 support forums liks to a handbook page, let's link that to the newly
 created (and much shorter, to the point) welcome page at
 https://wordpress.org/support/welcome/

 Let's also replace the forum welcome link that appears above the new topic
 form.
