Comment:

 That plugin is not included in the search results because it was uploaded
 7 hours ago (3 hours before your ticket) and it has zero active installs.

 The search results give results that are "relevant" and most likely to be
 useful to the user. A plugin that was uploaded for the first time 3 hours
 earlier and which has no users has no track record of usefulness to go
 with it.

 Time is a factor. Number of active users is a factor. Support forums and
 ratings and reviews are all factors as well. Plugins that has mileage on
 them, which have been well-tested and have good support behind them will
 always come ahead of brand new and untested plugins.
