 Jetpack requires `manage_options` capabilities to view the Sharing
 settings page—I'd rather not fork that screen to overwrite that.

 Would it be acceptable to have Locale Managers, who'd like to add a custom
 Twitter handle, post a request on make/polyglots to have a Network Admin
 add that?
