 I've thought about this before and when brought up previously the
 consensus was that they did not want to make the submission process more
 difficult than it needs to be. Adding additional fields would add onto the
 submission process. I think the middle ground would be placeholder text
 with examples and expected information. I've also seen plugin authors in
 the past sticky threads regarding submission guidelines/templates.
