 Until the recent change to the plugin repository design, the changelog was
 a separate area, directly accessible via the URL reference "#changelog".

 This no longer works.

 Also, moving this section to the Development area labels it in a way that
 may discourage non-technical site owners from considering changes before
 applying them, which can create problems for them sometimes.
