 With the new Plugin Directory now live, user profiles on
 profiles.wordpress.org need to be updated to pull data from the new site.

 This includes:

 * For the "Plugins" tab, querying for the list of user's plugins against
 new Plugin Directory WP tables.
 * For the "Favorites" tab, getting user's list of favorited plugins from a
 new user meta field.
 * For both of those tabs, querying for plugin information against the new
 tables.
