 Currently, "Stick" and "to front" links are too close to each other, and
 one can accidentally stick a plugin/theme topic to all forums.

 Per a brief [https://wordpress.slack.com/archives/forums/p1473252234002107
 Slack discussion], the "to front" link should probably be moved somewhere
 else, since it's used less frequently.
