#2158: Handbook Table of Contents need to be toggle-able on small screens

After [2016], I found at least one more place that the old behavior of not
toggling the Handbook nav on heading click.

The selector used in [2016] doesn't work for
 https://make.wordpress.org/training/handbook/, which uses a different
widget for the table of contents (`.widget_nav_menu` instead of
 `.widget_wporg_handbook_pages`). I don't know if that's a network-wide
change, but I'm opening this ticket to track how each of the handbooks are
set up on the front end to find out how they're implemented, and see if
there's a better selector to use across all of them.
