#2283: Keep "Handbook" highlighted in navigation when on handbook pages

 Right now, when you go to /handbook/ on a make site, the handbook item is
 highlighted ("active") in the subnav. But, if you go to
 /handbook/something/, it's no longer highlighted. We should keep it
 highlighted ("active") regardless of where you are in the handbook.
