 Just to confirm: We currently experience the same issue in our [German
 support forums](https://de.wordpress.org/support): Umlaut (Ää, Öö, Üü) and
 other special chars (ß, €, …) are displayed with wrong encoding. With my
 superpowers (ahem) as moderator I currently fix posts by editing them in
 the backend.
