 On https://make.wordpress.org/polyglots/teams/?locale=ru_RU, there are
 currently 468 profiles listed under Translation Contributors. Are those
 counted differently?

 There are also 89 PTEs and 3 GTEs. 468 + 89 + 3 = 560, so I'm not sure
 where 469 comes from.

 Some PTEs ''might'' not have any accepted translations, but most of them
 have, so it still seems that the number of translators with at least one
 accepted translation should be over 500.
