 When I submitted a theme to wordpress.org I had some revisions to make,
 and there were no clear options for updating the theme. Since I host some
 plugins on here my first instinct was to try to commit the theme to svn.
 That didn't work. So I attached the update to Trac. Using the upload page
 was not clear - since that page is geared toward submitting a new theme.

 There are 2 parts to my suggestion for fixing this.

 1) Make the upload page clearer. I would make the title clear that you can
 upload theme updates as well as submitting a theme. This will give new
 users a hint that they should both submit and update their themes on the
 same page. Something like: https://cloudup.com/cph2nUtqfVu

 2) add a button to the bottom of the theme review trac (near where you
 enter replies to feedback) that says something like 'upload theme update'
 - and links through to the upload page mentioned above.

 I know point 2 is harder since it's modifying trac. I don't know how
 flexible trac is - but since there's a custom header and footer you could
 use javascript to inject the link.
