 Not always, and not consistently though.

 In the revamp we're looking at a category for 'featured' plugins. What if
 we had one for 'merged' as well? Then we could change that category and
 the repo could hide from search, remove the download button, etc etc? Make
 it admin only, I'm fine with that, since joe random shouldn't make
 something 'featured' anyway :)
