 The new welcome message shows on all pages on a site, not only the
 homepage (because t's dismissible). This makes for a weird situation when
 it interacts with handbooks. For example,
 [https://make.wordpress.org/meta/handbook/documentation/contributor-
 handbooks/ look at this page].

 The handbook plugin has a feature that auto-generates a "topics" table of
 content box based on the headers on each handbook post. Unfortunately, the
 welcome message includes headers and a topics box is generated.
