 The https://make.wordpress.org/test/ site has been moved to
 https://make.wordpress.org/test-site/ in preperation for the move.

 It looks like simply moving the site in network admin is all that needs
 doing to make most of it happen.

 Then we need to
 * Update the description on the make homepage and set it to the new site
 (potentially)
 * Update `plugins/trac-notifications/trac-components.php` to reference the
 new `make/test` location rather than `make/flow` (not critical)
 * Add a redirect for `make.wordpress.org/flow/(.*)` to `/test/$1`
