 As is, it's hard for translators to know if a project is actively
 maintained (is there a PTE assigned to the project for this language?).

 As an example: https://translate.wordpress.org/locale/sv/default/wp-
 plugins/bbpress there is no way to tell if that project has a PTE assigned
 and who that might be. This can create some frustration when strings
 doesn't get validated.

 I propose we show some sort of notice that everyone can see. Preferably
 this notice is shown on every language specific project page view (more
 like a sticky header note).

 Example, there are no PTE for the language specific project:

 [[Image(https://dl.dropboxusercontent.com/u/107481/bbpress_has_no_editor.jpg)]]

 Example, the are PTE(s) maintaining the language specific project:

 [[Image(https://dl.dropboxusercontent.com/u/107481/bbpress_has_editor.jpg)]]
