 I am seeing similar behavior with (at least three) plugins that are quite
 often updated

 wp/search/Better+Notifications+for+WordPress/ does not find
 https://wordpress.org/plugins/bnfw/

 https://wordpress.org/plugins-
 wp/search/Advanced+Classifieds+%26+Directory+Pro/ does not find
 https://wordpress.org/plugins/advanced-classifieds-and-directory-pro/

 https://wordpress.org/plugins-wp/search/wpadverts/ does not find
 https://wordpress.org/plugins/wpadverts/ (disclaimer: this is mine plugin)

 I browsed all returned results and also tried different searches it seems
 these plugins are never in the search results.
