 The Chinese (Hong Kong) locale is not listed on
 http://translate.wordpress.org

 The locale does exist ([https://translate.wordpress.org/locale/zh-
 hk/default/wp/dev]) and I could load it from
 http://make.wordpress.org/polyglots/teams but it had no translation sets
 until a couple of minutes ago when I created them for 4.6, Rosetta, Theme
 and Plugin directories.

 That didn't help with zh_HK being displayed among the other locales on
 http://translate.wordpress.org though, still missing (Screenshot:
