Comment:

 No, the purpose of that yellow bar is to make people aware that WordPress
 is potentially available in their language. It doesn't help anybody to
 tell them that a Spanish version is available if the message is in German.

 The information in that bar comes from your browser's language settings.
 If you have German and Spanish as possible languages, then you'll get
 those messages. But they should appear in their native languages, in order
 for the reader who possibly reads those languages to be able to read that
 section.

 It may seem odd to have a single sentence in multiple languages, but it is
 intentional.
