Comment:

 The shared components that make up trac.ini files are open sourced. The
 individual trac.ini files for each Trac are not, as they contain secrets,
 absolute paths, etc. There's no reason they couldn't, but they have been
 stripped of anything notable.

 For example, here is meta.trac's:
