#1010: Make it harder to find old plugins

I want to propose a change that'll probably benefit the community in the
long run. On plugins that show this sign:

 > This plugin hasn't been updated in over 2 years. It may no longer be
maintained or supported and may have compatibility issues when used with
 more recent versions of WordPress.

We should add a `<meta name="robots" content="noindex"/>` line, so they
drop out of the search results... I end up on one of these on a regular
basis through the search engines. I think if we added the meta robots tag,
they'd be replaced by other, more up to date plugins in most cases.
