Comment:

 All the numbers for the plugin `xili-language` (which it appears you're
 referring to) are lining up correctly as far as I can tell.

 It has 1000~2000 Active installs, of which ~20% are on 2.16.
 It's had ~100-200 downloads per day after the release.

 Simple fact is that download numbers are not correlated with active
 installs, many people install a plugin, find it doesn't fit there need,
 and remove it. That happens hundreds of thousands of times a day with
 every plugin.

 A plugin could have 10 million downloads, and only ten current active
 installs, it would just mean that the plugin either wasn't good, or has
 been replaced by something far better.
