Comment:

 If you mean the main make.wordpress.org site itself, then it is not
 supposed to show an admin bar, nor a log in or out link. It's essentially
 a static site, not one that shows anything different to logged in users.

 If you mean any of the sub-make sites like the P2's, then the Log Out link
 is in the admin bar, under your username dropdown.
