#510: Ability to edit report parameters

Comment (by nacin):

Trac has two modules: Reports and Queries. A report can be defined either
as a custom query, or as they are done for all of our reports, raw (and
very complex) SQL. To illustrate, I've added the REPORT_SQL_VIEW
permission to bug gardeners on Core Trac — you should see a link at the
very bottom of the report for this. I think we can probably make this
publicly readable, but I'm not positive (would have to look through the
 queries).

If a report is defined as a custom query, then they become editable like
any other query. Few of our reports can actually be shifted over to the
query builder, because we're doing some pretty advanced stuff, even if in
some cases it's just workflow groupings or comment count columns.

That said, "or to just include a link form each report to the custom query
screen with its parameters filled in." should be doable. Happy to give
anyone who wants to help with this the access to edit reports.
