Comment:

 That is intentional and what happens when a plugin gets intentionally
 removed from our system. The plugin page is delisted and the download is
 blocked.

 At the same time, when we "disappear" a plugin like that, for reasons,
 then we email the author directly. The author needs to check his email for
 the one from plugins at wordpress dot org and take the appropriate action,
 and respond to that same email address.
