 I went through these changes, and committed just the wp-trac.css one for
 the moment.

 For the most part, changes to fixed widths to make them responsive should
 change them to `max-width`, rather than setting the ''values'' to `100%`.

 Any changes to bb-base.css will need review from @johnjamesjacoby.
