Comment:

 On Core Trac, we are using favorites (watching/notifications/stars) for
 this and it's worked OK. Some ticket reports even allow someone to sort by
 stars. While it's hypothetically two different things (supporting the
 ticket, subscribing the ticket), in practice it works just fine.

 Other Tracs will eventually get this functionality.
