 Tracking/reminder ticket for self.

 Right hand side of support forum posts, under the About This X item.

 - Doesn't handle theme cases properly
 - Doesn't show up unless the thread is already for an existing plugin or
 theme

 Suggested fix:
 - Show both the theme/plugin cases
 - Always show for threads in the right subforums
