 Two things:

 1. make.wordpress.org needs an improved homepage and will become the "one"
 place to learn how to contribute. That links should remain as it is.
 2. The links you gave are for contributing to core specifically. There are
 other ways to contribute, currently organized by "teams," each with their
 own P2 installs (on make) and eventually with their own "how to
 contribute" handbook. When those exist, we'll point other, older resources
 to the relevant handbook. (In the Core cases, that codex page will be
 redirected to the handbook and the core trac page will point that
 direction as well.)
