New description:

 This has come up in the context of dashicons - devhub seems like a good
 place to host them as they are a developer resource.

 It's quite possible that we will come up with other resources for
 developers, therefore we need a page template for
 http://developer.wordpress.org/resources/

 This will be a home for assorted resources for developers, the first of
 which will be dashicons.

 This should fit in with the overall styling for devhub.

 We will also need to link to this from the homepage.
