Is there a way to assign a category to a custom post type upon its
scheduled publishing?

We have an online magazine that is scheduled to be live (published) at
midnight. What shows on the front page, though, is dependent on which issue
(custom post type) is assigned the category "current issue". This means the
category would have to be removed from one issue and applied to the new
issue when the new issue's publish time occurs.

Any ideas very much appreciated!
