Have a look at http://phpdoc.wordpress.org/trunk/.

If you want to dive in the code best would be to install a LAMP stack on 
your PC (xampp seems to work well on all platforms).

Another very good place to start is the forums: 
http://wordpress.org/support/forum/how-to-and-troubleshooting. Hanging 
out there and researching and replying to questions will get you 
involved in the community very fast.
