This isn't really a question of GPL. What WordPress.org offers is free
and everything on the site must comply with that. Pay plugins, or
plugins that require payment to be fully featured, are not allowed in
the WordPress.org directory.

This isn't to say that you can't sell plugins or do trial schemes and
such. Clearly you can do that and still remain GPL. No question. You
just can't do these things and still be listed on WordPress.org.

As for the question of it being explicitly stated: No, I don't really
think it has to be explicitly stated. WordPress is free as in speech
*and* free as in beer. They discourage any form of "payment" to be
mentioned on the site at all. Look at the support forums, where if
somebody offers to pay for services, their thread gets closed.

WordPress is a community made up mostly of people who help each other,
for free, and due to this, WordPress.org is not a place to market your
wares.

Now, if you want to give your plugins away for free, and put in a link
that says "please donate" or something, then that's fine. Or if you
want to put in links back to your site where you have other GPL
plugins that you sell or something, that's fine too. You just can't
make the code that WordPress.org is hosting for you actually dependent
on payment for functionality.
