[wp-hackers] What's the best solution to develop a website in sandbox?

Probably for the moment I will simply try to develop in a subfolder or
in a subdomain, maybe using a WordPress multisite installation.

When I will be less busy than now  I will try PhpStorm + Zend
Debugger. I really need a framework/ide to develop WordPress websites
in a high level programming environment.

Then once everyone is happy they can either point their domain to the multisite site with domain mapping or install WP on their domain. It's no biggie to export the content and then copy across the theme and any plugins. Works for me. :-)
