Sharing the term IDs isn't as useful as sharing common term taxonomy IDs.
Doing that would make it easy to relate content between blogs (especially if the blogs are using custom taxonomies and/or controlled vocabularies).
It'd also make it easier to index the content in Sphinx (where all posts from all blogs could go into a single index with associated taxonomy info).
I've lob thought MU's old global terms feature would be a good foundation for global term tax IDs, but that's me thinking out loud too, as that was an issue from my previous gig and I'm not as likely to build it now.
