[wp-hackers] small change to link editor in post editor

I just put: <base target='_blank'/> in the <head> element of the site, and
then open in new tab/window is the default behavior for all links.  You
have to explicitly turn it the other way to get it to not open a new link.
 Works like a charm, no JS involved.
