[wp-hackers] Anything like a Plugin Framework?

I have written a plugin framework which does 2, 3, 4, & 7.

With 1 I'm not sure what you mean as surely that's what 2,3,4,5,6,7 of your
list are?
5 & 6 could be added quite easily.

It's not been released to the public as it has only been tested on one or
two hosting setups, however I use it all the time for developing custom
project plugins.
