[wp-hackers] Duplicate License File in @package WordPress found

WordPress right now ships with two times the same license file:


/license.txt
/wp-content/themes/twentyten/license.txt

according to a text compare, both files are identical.

twentyten is known to be part of wordpress, it announces itself as the following package / subpackage:

* @package WordPress
* @subpackage Twenty Ten


maybe only a leftover from older times when themes weren't originally part of the wordpress software package?

please let me know your folks considerations regarding these facts.
