In my isolated case yes, they'd still refuse the upgrade because it hasn't been vetted by their IT team but overall, I think having official vs. unofficial plugins would be great. 

Throw an iStore type payment option for plugins on there (WP collects the money, sends it out to developers) and I think you just made my year :)
