There's not enough support in the core because all the Twitter modules I looked at implement it differently and none share any code.  And the most popular one (MyTwitter) is not robust.

There is Twitter support in core, more or less.  You can make RESTful
queries using the HTTP API.  Almost everything else involves details
of implementation that are specific to a proprietary service and so
would not be appropriate for WordPress core.
