Wouldn't having a standardized set of modules available just transfer  
the requirements of dependencies, if not lessen them? If a theme  
requires plugin X, Y, and Z, but module A provides most of the  
functionality in a standardized environment, I see that as a good  
thing. Any additional theme specific functions could go into  
functions.php where they belong.
