[wp-hackers] Plugin API: Plugin Upgrate Notice ?

Hi,

I just saw in the commit [12374] (http://core.trac.wordpress.org/changeset/12374) by Ryan that there is a value "upgrade_notice", supposedly returned from the Plugins API at api.wordpress.org.

I assume that plugins can use this to show the user a message with further update instructions or warnings or similar things.

Now: How can a plugin author use that and set an actual message?
