Nobody really cares what the phrasing is. Get it working. Worry about

Agreed, but they can't change the server output until a change is made
in WordPress itself. Look closely at the wp_plugin_update_row
function. If there is any sort of response from the server for a given
plugin check, it says that there's an update available. In order for
them to send back a "not found" sort of flag, WP would need to
recognize it first.
