As I recall, that was discussed -- someone may have even made a patch,  
but I don't think it went in.

One issue we identified was that if your permalink structure is  
changed to something less specific (like to /year/month/slug/), you  
could introduce collisions.  Of course you'd have to redirect to the  
new URL structure, so maybe people with enough know-how to do that can  
also resolve slug conflicts.
