The server doesn't care how often you ask for a list of updated
plugins - the server updates itself every 15 minutes anyway. This post

answers the question as to why it didn't work for me. I wish that when
things like this change, someone would give a heads up. I've noticed
that many updated plugins are not announced on the plugin page - the
ones that are announced have plugin names that have SVN directory
names that match.
